Review of other eligibility-related rules continues
The Division I Council on Tuesday introduced a proposal to change rules for preenrollment activities in men’s ice hockey and skiing, which would enable prospects who participate in major junior ice hockey or on professional teams to retain NCAA eligibility as long as they are not paid more than actual and necessary expenses as part of that participation.
The introduction of the legislation is not final until the council’s meeting concludes Wednesday.
“As the council continues its review of the full spectrum of NCAA eligibility rules, this proposal, focused on a singular issue, represents a pragmatic step in aligning skiing and men’s ice hockey with other sports in terms of allowable preenrollment activities,” said Josh Whitman, athletics director at Illinois and chair of the council.
The proposal will be considered during the council’s November meeting. If approved, the proposed effective date would be Aug. 1, 2025.
Eligibility review discussions
The council also continued its discussions about other eligibility concepts, including preenrollment eligibility concepts, as well as seasons of competition and redshirt rules for sports other than football.
“The council is discussing the possibility of developing a comprehensive package of proposals to address eligibility issues presented by the current era of college sports,” Whitman said. “We are proceeding with a deliberate, comprehensive approach to review and modernize applicable rules. We anticipate introducing proposals in the coming months that would consistently, meaningfully and responsibly change eligibility requirements to offer the best possible experience for student-athletes and schools.”
The council is expected to continue consideration of these topics and others at upcoming meetings throughout the fall. Additional topics for consideration in future meetings will include postenrollment involvement with professional teams or events and access to agents for student-athletes considering professional opportunities outside of men’s basketball.
